As part of the 2017 Coastal Master Plan, the Coastal Protection and Restoration Authority (CPRA), in partnership with the Office of Community Development, will host a series of four Community Conversations in coastal Louisiana in early 2016 to share information about the Flood Risk and Resilience Program.

Attendees will learn more about future coastal flood risk; how the State, parishes, and residents can reduce this risk; and the State’s approach to residential elevation, commercial floodproofing, and voluntary acquisition. Input received at these meetings will inform how CPRA’s Flood Risk and Resilience Program can be tailored to best meet the needs of local communities.

Each Community Conversation will include:

  •   An open house from 4:30 to 5:30 p.m. designed to share information and gather residents’ feedback about current and future flood risk through interactive vulnerability mapping;

  •   A CPRA presentation at 5:30 p.m. on the Coastal Master Plan, the Flood Risk and Resilience Program, and nonstructural projects being analyzed; and,

  •   Discussion about resilience measures and what types of nonstructural projects would best benefit the community as a whole.

Friends, Colleagues and Collaborators,

 As you know, the State of Louisiana submitted its Phase II application to the National Disaster Resilience Competition (NDRC) on Oct. 27. Over the past year, as the State developed both Phase I and Phase II applications, we engaged and collaborated with an uncountable number of individuals and organizations as we took a holistic look at current risks and future vulnerabilities, developing just a few of the many solutions and interventions required to adequately address the challenges we collectively face. 

 One of the themes we touched upon throughout the application is the fact our state’s commitment to resilience began well before the NDRC was ever conceived, and while the NDRC gave us an opportunity to step back and develop a fresh approach to Louisiana’s resilience-building activities, our commitment must and will extend beyond the NDRC and into the foreseeable future.

 It is in this spirit that I hope you all will take a moment to review the work we have completed over the last year and continue to engage us in an exchange of ideas that will ultimately lead us all to the safer, stronger and smarter ideal we all recognized our need to achieve following 2005’s hurricanes Katrina and Rita.

The Fourth Annual Water Symposium will update progress on efforts to protect Louisiana's vanishing coast from scientists, State officials, environmentalist, educators, and financiers.  Also, featured will be entrepreneurs working on coastal restoration and green infrastructure.  Finally, there will be a unique discussion of ways to communicate large environmental themes and water issues to a board and diverse public, given our different learnings styles.  The event will start off at 10 am with walking tour where speakers will provide perspectives on the River and its role in shaping the City. 
 
The Fourth Annual Anba  Dlo Water Symposium from Noon to 4 pm on October 17, 2015, 2372 St. Claude Avenue at Café Istanbul in the New Orleans Healing Center. The event will be moderated by Travers Mackel and lunch will be served. The walking tour will commence at 10:00 am in the New Orleans Healing Center parking lot.

The Greater New Orleans Collaborative will be hosting a Walk and Learn with a focus on the river and Earth Lab, pulling together speakers who can provide different perspectives on the river and its role in shaping the city as we know it as well as how our relationship to the river has changed over time.

The Louisiana Department of Wildlife and Fisheries (LDWF) and Louisiana Sea Grant College Program at LSU (Sea Grant) are proud to announce the completion of phase one of the Louisiana Fisheries Forward (LFF) initiative. These initial components include a web site (LaFisheriesForward.org), eight fact sheets and four videos approximately 35 minutes in length:

 The videos provide an overview of best practice methods, with a focus on quality, safety and industry regulations

A collaboration of the Louisiana Department of Wildlife and Fisheries (LDWF) and Louisiana Sea Grant College Program at LSU (Sea Grant), LFF was established with the goal of improving the economic success and environmental sustainability of Louisiana’s commercial fishing industry. Though participation in LFF is voluntary at this time, leaders at LDWF and Sea Grant believe the program is making real impact.

Another four videos are planned in the next year, in addition to eight more fact sheets, workshops along the coast and the annual LFF Summit to be held Tuesday, March 1, 2016 in New Orleans.

Louisiana Fisheries Forward (LFF), a Louisiana Department of Wildlife and Fisheries and Louisiana Sea Grant collaborative program, will host a series of educational oyster industry workshops in coastal Louisiana.

Workshop topics include oyster harvesting tags and requirements, methods of sale of oysters, private seed production and industry legislative updates. These presentations are designed to help those in the oyster industry thrive in a constantly changing marketplace.

The Coastal Wetlands Planning Protection and Restoration Act (CWPPRA) Task Force invites the public to its 25th anniversary ceremony October 14, 2015, at Grand Isle State Park in Grand Isle, Louisiana. The ceremony will celebrate CWPPRA's continued commitment to coastal restoration. The event will begin at 10 am and conclude with a lunch provided by local sponsors. During the event, the public is invited to meet wetland engineers, scientists, and policy holders who have worked together to complete 101 Louisiana projects over the last 25 years. 

CWPPRA has been the backbone of coastal restoration efforts in Louisiana for the last 25 years and will continue to play a very important role as Louisiana moves forward in constructing more and larger ecosystem restoration projects with federal partners in the future. The innovation and technology developed through the CWPPRA program and the lessons learned by establishing these vital projects is making it possible to design even larger projects so Louisiana can build upon the foundation laid over the past two decades. 

The Coastal Protection and Restoration Authority (CPRA) of Louisiana and the Environmental Protection Agency (EPA) will be leading a field trip to the Caminada Headlands Beach and Dune Restoration Increment II project site. The trip will leave from Grand Isle State Park via caravan to Elmer’s Island Rd. where ATVs will take participants to the project site. The trip will last approximately 1 ½-2 hours including travel time from the state park. Space is limited for the field trip. Please make field trip inquiries when you RSVP for the dedication ceremony. 

The projects being highlighted are:
  • Barataria Barrier Island Complex Project: Pelican Island and Pass La Mer to Chaland Pass Restoration (BA-38)
  • Lake Hermitage Marsh Creation (BA-42)
  • Bayou Dupont Ridge Creation and Marsh Restoration (BA-48)
  • Grand Liard Marsh and Ridge Restoration (BA-68)
  • Pass Chaland to Grand Bayou Pass Barrier Shoreline Restoration (Ba-35)
  • Little Lake Shoreline Protection/Dedicated Dredging Near Round Lake (BA-37)
  • Caminada Headlands Back Barrier Marsh Creation (BA-143)

CWPPRA was enacted in 1990 under former U.S. Senators John Breaux and J. Bennett Johnston. Since its inception, the federal Act has approved 204 restoration projects, benefiting over 97,401 acres of land. CWPPRA represents a collaborative effort, and is managed by a Task Force comprised of the State of Louisiana, U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, U.S. Fish and Wildlife Service, U.S. Natural Resources Conservation Service, and the U.S. National Marine Fisheries Service.

The anniversary ceremony will be hosted at Grand Isle State Park, 108 Admiral Craik Drive Drive, Grand Isle, LA 70358. The 2017 Louisiana Coastal Master Plan Update is currently underway. The Master Plan is the key driver of coastal restoration efforts, as well as risk reduction projects along the Louisiana Coast. The state is required to “administer their regulatory practices, programs, contracts, grants, and all other functions vested in them in a manner consistent with the Master Plan and public interest to the maximum extent possible.” CPRAhas significantly updated the Risk Assessment, and has made a lot of its data publicly accessible, via the Flood Risk and Resilience Viewer, which is designed to provide information on flood risk, coastal land change, and community impacts. This workshop will provide an update on existing projects and potential projects that will be included in the 2017 Coastal Master Plan. We will also discuss the impact of RESTOREAct Funding on Coastal Master Plan implementation and opportunities for entrepreneurs.

One of the exciting highlights of the week of commemorations honoring the decade of rebuilding since the catastrophic floods and storms of 2005 was the release of the City of New Orleans Resilience Strategy.

The selection of New Orleans as one of the first members of the 100 Resilient Cities initiative (funded by the Rockefeller Foundation) sparked the endeavor to create the strategy, which represents a major step toward a sustainable future. The 90 page document commits New Orleans to a path of adaptation, equity, and transformation.

From its opening paragraphs, bold, assertive language declares the city will adapt to climate change by “building on the confluence of Louisiana’s culture, history, and natural systems,” carrying forward the theme and intent of the Greater New Orleans Urban Water Plan to live and work more harmoniously with nature. In fact, the following paragraph declares, "We will implement our regional Urban Water Plan to reduce flood risk, mitigate soil subsidence, and beautify our communities.”

People in our region are eager to share experiences and help others facing similar challenges. And this week gave us a chance to express our profound gratitude to the world for supporting us. With the release of the Resilience Strategy, New Orleans earns that support by committing to a better, more thoughtful path—as leaders. It truly is a new day.

Greetings People of a Great Water City (and state)!

We hope you will join us for a gathering of the Louisiana Water Network this Wednesday, July 29th from 11:30-1:15pm at the Garden Study Center in the Botanical Gardens of New Orleans CIty Park. 

As we transition from the HIWC to the LWN and work together to build a Louisiana Water Economy, we are expanding efforts to discover and highlight Louisiana water leaders, explore the diversity of our competitive water sectors, and showcase statewide initiatives. This month’s water topic is “Ecotourism & Culture,” and we’ll learn about geographically and culturally diverse Louisiana-proud perspectives. See the attached agenda for details.

On August 12 the new City of New Orleans Comprehensive Zoning Ordinances become law. Special thanks to all who worked so hard on Article 23 which mandates new landscaping and stormwater codes to help us "live with water!"

The Water Institute of the Gulf & Nicholls State University awarded funding from NOAA to study the economic, environmental and recreational impact and opportunities of our blue crab population.

Study to Develop Strategies for 
Investment in the Regional Water Economy

(NEW ORLEANS LA) July 28, 2015—NOLAVibe, a New Orleans-based consultancy focused on social change, is conducting a regional study to guide investment of money, time, and resources to build Louisiana’s water economy.

Working with support of the Neighborhood Partnership Network (NPN) and a $50,000 grant from the Greater New Orleans Foundation (GNOF), the study will identify regional water assets and challenges, examine interactions, align data with global market demands, and recommend strategies to build the region’s water economy.

 The research examines seven water sectors (identified in prior NOLAVibe research) across thirteen parishes in the Greater New Orleans area. Louisiana’s seven water sectors are:

•   Coastal and environmental management and restoration, including flood and surge protection systems, disaster management, and mitigation

•   Municipal sewer, water, and drainage infrastructure

•   Maritime, ports, and navigation

•   Industry and manufacturing

•   Agriculture and fisheries

•   Water law and policy

•   Cultural and ecological tourism

 “Southeast Louisiana is well-positioned to build a sustainable water economy,” said Ella Delio, Director of Environmental and Regional Initiatives at GNOF. “This research is an important step to gain a better understanding of our water assets and challenges and to provide strategies for effective investment and actions.”

 “We’re excited about this project,” said NPN Director Timolyn Sams Sumpter. “We see it as a roadmap for anyone seeking to be part of the water economy, and for the sustainability of our neighborhoods and communities.”

 “We’re asking two fundamental questions,” said NOLAVibe President, Grasshopper Mendoza. “What are our water assets, and how can we align these assets to be competitive in the global marketplace? In Louisiana, water is a powerful economic and cultural driver, and a truly indigenous resource. We’re excited about the potential of the Louisiana Water Economy, and to be part of a diverse team working to build strategies that create new opportunities for all.”

 The research phase of the study is underway and will continue through November. An online survey will be launched in October. The study will be released to the public in early 2016.

NOLAVibe is a New Orleans-based consulting firm founded by Grasshopper Mendoza and Steve Picou in 2012. NOLAVibe focuses on social change and building the Circular Economy. The Circular Economy is a new economic approach designed to transform the old, linear “take-make-waste” industrial model into a restorative and regenerative system that eliminates waste and works more harmoniously with (and within) the limits of the planet’s resources.
